Not so much discovered, but first proposed by James Hutton (1726–1797), the founder of modern geology.
Explanation:
The idea was not widely adopted by geologist until the 1960's when the related concept of plate tectonics started to gain support. At that time, Hutton's rock cycle started to fit with plate tectonics.
