The approximate value of cosmic back ground radiation was predicted by George Gammov in 1948 Arno ,penzias and Robert Wilson found it when testing satellite antennas in 1964.
Explanation:
After that several satellites like Cobe, Wmap etc accurately mapped the CMB.
